K.C. Poulin, cATO, CPS, CPOI

K.C. Poulin is a Partner and Security Consultant with Critical Intervention Services (CIS) and served as the company’s President and CEO until his retirement from the executive role in January 2026. With over 30 years of experience in law enforcement and public safety, security operations, threat management, and executive protection, K.C. continues to serve CIS clients as a consultant and expert witness.

During his tenure as CEO, K.C. became uniquely recognized by the criminal justice community for his pioneering vision and approach to reducing crime and improving quality of life in high-crime communities. He also contributed intellectually to the creative development of many flagship CIS programs such as the Guardian SafeSchool Program® and Anti-Terrorism Officer (ATO) Program.

K.C. is also the co-author of two criminal justice textbooks with Professor Charles Nemeth of John Jay College of Criminal Justice including  “Private Security and Public Safety: A Community-Based Approach” and “The Prevention Agency: A Public Safety Model for High Crime Communities in the 21st Century.” With the later book eventually becoming the visionary foundation for America’s first Private-Sector Led Public Safety Program at MetroWest in Orlando.

Both books outline a strategy for reclaiming and rehabilitating high crime communities called the Community and Character Based Protection Initiative (CCBPI). This unique strategy has received worldwide recognition from media outlets such as The Wall Street Journal, ABC World News Tonight, FOX News Network, and more. Since 1993, over 1,000 Florida communities have benefitted from substantial reductions in crime through implementation of the CIS CCBPI methodology.

K.C. is also an expert witness in premises liability and security negligence cases. He is the past President of the Florida Association of Security Companies (FASCO) and has served leadership and committee roles with numerous organizations including ASIS International, Florida’s Private Investigation, Recovery, and Security Advisory Council (PIRSAC), International Association of Security and Investigative Regulators (IASIR), International Foundation for Protection Officers (IFPO), and the CEO Council of Tampa Bay. He is also a speaker for the Florida Chapter of the FBI National Academy Associates and other industry organizations.

K.C. is a graduate of Executive Security International’s Certified Protection Specialist program and has received extensive training in the areas of emergency management, critical incident management, terrorism, juvenile violence and crime prevention, executive protection, behavioral threat assessment, and workplace violence.

In addition to his CPS credential, K.C. is a Certified Anti-Terrorism Officer (cATO®), Certified in Homeland Security – Level III, and a Certified Protection Officer Instructor (CPOI) through the International Foundation for Protection Officers (IFPO).

K.C. also provides expert commentary for news media organizations and has appeared as a subject expert in over 300 television, newspaper, magazine and radio news interviews.
